Evaluation

Evaluation of PAC³, and its implementation of the Pennsylvania Comprehensive Cancer Control Plan (the Plan), is critical in helping to gauge achievements and identify areas of needed improvement to better control the burden of cancer for the citizens of the Commonwealth. This process not only enlightens PAC³ members and leadership as to progress made in implementation efforts, but also shapes future decisions for implementing the Plan.

The PAC³ Evaluation Committee is an Operational Committee of PAC³. It is comprised of two co-chairs: Dr. Patricia Documét and Dr. Edmund Ricci of the University of Pittsburgh Graduate School of Public Health. The Committee also includes a PAC³ Board Liaison, representative leadership from the PAC³ Implementation Committee, evaluation advisors from the PAC³ membership, evaluation advocates representing each Implementation Team, and representatives from the Pennsylvania Department of Health.

As efforts have moved from planning to implementation, the tasks involved have changed. Early on, PAC³ guided its organizational activities using the six Building Blocks for Cancer Control put forth by the CDC. These Building Blocks included: (1) Assess/address cancer burden; (2) Enhance infrastructure; (3) Mobilize support; (4) Utilize data/research/evaluation; (5) Build partnerships; and (6) Institutionalize the initiative.

Currently, PAC³ is moving from a process-oriented effort to an outcomes-oriented effort. Therefore, the Evaluation Committee has re-framed the evaluation of PAC³ initiatives as follows:

  1. Enhance the infrastructure
  2. Maintain an active membership
  3. Advance implementation
